The article title is misleading. Your app does not follow Google Play Store guidelines as you described yourself (it's not meant to behave as a default SMS app). As for other apps already listing on Play Store and do the same thing as your app, you can always try to report them to Google that they violates the rules. However, that does not mean Google should accept your app because they let go some of the missing ones.
